We are seeking an experienced Trade Compliance Officer to join our team in Singapore. This role will ensure that all export and import activities comply with international trade regulations, including Singapore’s export and import control laws, U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and other applicable global sanctions and trade frameworks. The successful candidate will have a strong understanding of trade compliance processes, excellent attention to detail, and the ability to collaborate across departments to mitigate risks and maintain operational excellence in both export and import operations.

Key Responsibilities

  • Develop, implement, and maintain trade compliance policies and procedures for both export and import activities, aligning with Singaporean and international regulations.
  • Conduct reviews and classifications of goods, technologies, and software for export and import to determine applicable licensing, tariff, and duty requirements.
  • Prepare and submit export and import license applications to relevant authorities, such as Singapore Customs, U.S. BIS/DDTC, and other regulatory bodies as required.
  • Perform due diligence and screening of customers, suppliers, and business partners against restricted party lists (e.g., U.S. OFAC, UN sanctions, and Singapore’s Strategic Goods Control List).
  • Oversee import compliance, including customs declarations, valuation, and adherence to Singapore’s Free Trade Agreements (FTAs) and preferential duty programs.
  • Ensure proper documentation for imports, such as permits, certificates of origin, and compliance with Singapore’s Goods and Services Tax (GST) requirements.
  • Monitor changes in export and import control laws, tariffs, and sanctions, advising management on potential impacts to business operations.
  • Conduct internal audits and risk assessments to ensure compliance with export and import regulations and company policies.
  • Provide training and guidance to employees on export and import compliance requirements, including documentation, record-keeping, and best practices.
  • Investigate and resolve potential compliance violations related to exports or imports, collaborating with legal and management teams to implement corrective actions.
  • Maintain accurate records of export and import transactions, ensuring retention complies with regulatory requirements.
  • Collaborate with supply chain, sales, procurement, and logistics teams to ensure seamless and compliant export and import processes.

Job Requirements

  • Education: Bachelor’s degree in Business, Law, International Trade, Supply Chain Management, or a related field. Advanced degrees or certifications (e.g., Certified Export Compliance Officer, Customs Specialist) are a plus.
  • Experience: Minimum of 5-7 years of experience in trade compliance, with specific expertise in both export and import regulations, preferably in a multinational corporation or logistics/trading firm.
  • Certifications: Professional certifications such as CUSECO (Certified U.S. Export Compliance Officer), Singapore Customs Professional Certification, or similar are highly desirable.
  • Background in working with Singapore Customs or other regulatory bodies on import/export matters.
  • Demonstrated success in managing trade compliance audits or investigations for both exports and imports.

Regulatory Knowledge:

  • In-depth understanding of Singapore’s Strategic Goods (Control) Act and its implementation for exports and imports.
  • Familiarity with U.S. EAR, ITAR, and OFAC sanctions programs.
  • Knowledge of Singapore Customs regulations, including import permits, tariffs, and GST compliance.
  • Understanding of international trade agreements and regimes (e.g., EU, ASEAN FTAs, Wassenaar Arrangement) is an advantage.

Other Skills:

  • Proficiency in export/import classification (e.g., ECCN, HS codes) and licensing processes.
  • Strong analytical skills for interpreting complex regulatory requirements and tariff schedules.
  • Excellent communication and training skills to engage with diverse stakeholders.
  • Detail-oriented with a proactive approach to identifying and resolving compliance risks.
  • Ability to work independently and collaboratively in a fast-paced environment.
